Inleiding - Cursusoverzicht en doelstellingen
Welkom bij de cursus verkeersrecht en middelenmisbruik van Wise Traffic School. Als u jonger bent dan 18 jaar, is deze cursus een van de vereisten die moet worden voltooid voordat u uw leerlingvergunning voor een rijbewijs kunt ontvangen. Als je 18 jaar of ouder bent, moet je deze cursus volgen als je nog nooit een rijbewijs hebt gehad in een andere staat of een ander land.
Waarom vereist de staat Florida dat iemand die een leerlingvergunning of een eerste rijbewijs wil halen, de cursus verkeersrecht en middelenmisbruik moet volgen? De staat Florida is van mening dat de kennis van verkeerswetten en veilige rijpraktijken levens kunnen redden op onze snelwegen, en onze staat maakt zich vooral zorgen over de gevaren van autorijden onder invloed van alcohol of drugs. Het doel van deze cursus is het verminderen van verkeersongevallen en het verlies aan mensenlevens en verwondingen die hierdoor worden veroorzaakt.
Deze cursus heeft de volgende doelstellingen:
- Ten eerste om het begrip van verkeerswetten en veilig rijgedrag te vergroten.
Ten tweede om de gevaren van het gebruik van alcohol en drugs te benadrukken, en in het bijzonder de gevaren van rijden onder invloed. In ons land is rijden onder invloed een van de belangrijkste oorzaken van verkeersdoden, dus het vermijden van rijden onder invloed is een belangrijk aandachtspunt van deze cursus. Verkeerde rijvaardigheid is een factor in ongeveer 30% van onze verkeersdoden. Om verkeersongevallen te voorkomen, moeten we de kennis van veilig rijgedrag en verkeersregels in de praktijk brengen.
Wanneer een persoon om het leven komt bij een verkeersongeval, kan de familie van de persoon om een cirkelvormige markering vragen om de plek langs de rijbaan te herdenken waar hun geliefde is omgekomen. Vaak lijken deze gedenktekens geen bijzonder gevaarlijke locaties op onze wegen aan te duiden. Onderzoek naar de details van deze dodelijke ongevallen geeft echter meestal aan dat naleving van de verkeerswetten en veilige rijpraktijken het ongeval en het daaruit voortvloeiende verlies aan mensenlevens hadden kunnen voorkomen. In deze cursus gaan we in op deze vermijdbare oorzaken van ongevallen.
In onze staat zijn er veel voorbeelden van jonge, minderjarige bestuurders die zijn omgekomen of die andere mensen hebben gedood tijdens het rijden onder invloed. Bij één ongeval kwamen een 16-jarige bestuurder en haar 17-jarige passagier, een andere jonge vrouw, om het leven toen de bestuurder om 02.00 uur de controle over haar voertuig verloor toen ze thuiskwam van een feestje. Haar bloedalcoholgehalte (BAL) was .21, twee en een half keer meer dan de .08 BAL waar een persoon volgens de wet wordt verondersteld gehandicapt te zijn. Bij dit tragische ongeval werd gemeld dat de crashreeks begon toen de jonge vrouw ruimschoots boven de aangegeven snelheidslimiet reed. Naar schatting reed ze met 70 mijl per uur in een snelheidszone van 45 mijl per uur toen ze de controle over haar voertuig verloor. Het voertuig stak snel over vanaf de rechterkant van de rijbaan en sloeg toen over de kop toen het de met gras begroeide middenberm raakte, reed over de tegenoverliggende rijbaan en stopte uiteindelijk ondersteboven in een met water gevulde greppel.2
Talrijke wetten en veilige rijpraktijken werden overtreden in de opeenvolging van gebeurtenissen die tot dit dodelijke ongeval hebben geleid:
- De bestuurder en passagier, beiden jonger dan 21 jaar, hadden de wet overtreden door alcohol te nuttigen.
- Het alcoholpromillage van de bestuurder was .21. In onze staat wordt aangenomen dat een bestuurder gehandicapt is met een alcoholpromillage van 0,08, dus haar alcoholpromillage was twee en een half keer het niveau waar een stoornis wordt verondersteld.
- De bestuurder reed te hard. Er werd geschat dat ze 70 mph reed in een gebied waar de maximumsnelheid 45 mph was.

- Door de combinatie van alcohol en snelheid verloor de bestuurder de macht over het stuur.
Van de vele oorzakelijke factoren bij dit ongeval waren drinken en vervolgens rijden onder invloed veruit de belangrijkste. Drinken schaadt onze vaardigheden en beoordelingsvermogen. We verliezen het goede beoordelingsvermogen dat nodig is om de beslissing te nemen om niet te rijden met een beperking, het goede beoordelingsvermogen dat nodig is om te voldoen aan de avondklok van 23.00 uur voor 16-jarige bestuurders, en het goede beoordelingsvermogen en bewustzijn dat nodig is om de snelheidslimiet te rijden. Als deze jonge vrouw nuchter was geweest en zich aan de maximumsnelheid had gehouden, zou ze minder snel de controle over haar voertuig hebben verloren. Het is ontnuchterend om te beseffen dat een slecht beoordelingsvermogen tijdens een paar ogenschijnlijk onschuldige uren tienerdrinken resulteerde in het verlies van twee veelbelovende levens. Maar helaas gebeuren dit soort tragische verhalen maar al te vaak in onze staat en in ons land.
In deze cursus komen de volgende onderwerpen aan bod:
- Fysiologische factoren die verband houden met alcohol- en drugsgebruik
- Psychologische factoren die verband houden met alcohol- en drugsgebruik
- Maatschappelijke en economische kosten van alcohol- en drugsmisbruik
- Effect van alcohol- en drugsmisbruik op de bestuurder
- Verkeerswetten en veilig rijgedrag
Voordat we beginnen met onze bespreking van de fysiologische en psychologische factoren die verband houden met alcohol- en drugsgebruik, is het nuttig om de gegevens te bekijken over het aantal jongeren in ons land dat alcohol, tabak en drugs gebruikt. Elk jaar voert de federale overheid een enquête uit, de National Survey on Drug Use and Health genaamd, om informatie te verzamelen over het gebruik van alcohol, illegale drugs en tabak door de Amerikaanse bevolking. In dit jaarlijkse onderzoek interviewt het Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA) ongeveer 67.500 mensen van 12 jaar en ouder, waaronder 3600 mensen in Florida.3
Alcohol
Volgens de National Survey on Drug Use and Health 2011 gebruiken de volgende percentages mensen in ons land momenteel alcohol, wat wordt gedefinieerd als alcoholgebruik in de afgelopen 30 dagen.3

Alcohol wordt door ongeveer de helft van de 18- tot 20-jarigen gebruikt. Ook het aantal jonge mensen dat toegeeft aan eetbuien of zwaar drinken en autorijden onder invloed van alcohol is alarmerend. Als we naar alle leeftijdsgroepen kijken, hebben mannen ongeveer twee keer zoveel kans als vrouwen om onder invloed te rijden.
Alcohol en tabak zijn toegangspoorten tot het gebruik van illegale drugs door jongeren. Ongeveer 70% van de jongeren in de leeftijd van 12-17 jaar, die zware drinkers zijn, zijn ook illegale drugsgebruikers. Dit is ongeveer 14 keer de 5% van de jongeren die geen alcohol gebruiken maar illegale drugs gebruiken. Ook is ongeveer 45% van de jongeren in de leeftijd van 12-17, die binge drinkers zijn, ook illegale drugsgebruikers, ongeveer negen keer het percentage jongeren dat drugs gebruikt en niet ook alcohol gebruikt. Vroeg alcoholgebruik kan later in het leven leiden tot alcoholafhankelijkheid en problemen met misbruik. Volwassenen van 21 jaar en ouder die voor het eerst alcohol gebruikten toen ze 14 jaar of jonger waren, hebben zeven keer meer kans om aan alcoholafhankelijkheid of -misbruik te lijden dan degenen die voor het eerst alcohol dronken toen ze 21 jaar of ouder waren.3
Tabak
De Nationale Enquête Drugsgebruik en Gezondheid verzamelt ook informatie over tabaksgebruik. In dit onderzoek wordt onder tabaksgebruik verstaan: sigaretten, sigaren, rookloze tabak en pijptabak. Verreweg de meeste jonge tabaksgebruikers roken sigaretten. De volgende grafiek toont het percentage jonge Amerikanen dat de afgelopen maand tabaksproducten heeft gebruikt:3

Net als bij jonge alcoholgebruikers wordt het gebruik van tabaksproducten in verband gebracht met een hoger percentage illegaal drugsgebruik door jongeren. Meer dan de helft van degenen in de leeftijdsgroep van 12-17 jaar die de afgelopen maand tabak hebben gebruikt, gebruikte ook een illegale drug, terwijl ongeveer 6% van degenen die de afgelopen maand geen tabak hadden gebruikt, illegale drugs gebruikte. Een jonge tabaksgebruiker heeft negen keer meer kans om illegale drugs te gebruiken dan een jongere die geen tabak gebruikt.3
Illegale drugs
De Nationale Enquête over Drugsgebruik en Gezondheid somt de negen categorieën van illegale drugs op die in de onderstaande grafiek worden weergegeven. Vier van de categorieën, pijnstillers, stimulerende middelen, kalmerende middelen en sedativa, zijn opgenomen in de categorie illegale psychotherapeutische geneesmiddelen omdat deze geneesmiddelen op recept worden gebruikt voor niet-medische en dus ongeoorloofde doeleinden, zoals high worden. (Opmerking: wanneer we later de korte- en langetermijneffecten van illegaal drugsgebruik behandelen, zullen we kalmerende middelen en sedativa behandelen als middelen die het centrale zenuwstelsel (CZS) onderdrukken. Volgens dit onderzoek gebruiken de volgende geschatte percentages mensen in ons land illegale drugs.3

Alcohol-, tabaks- en drugsgebruik onder jongeren kan zeer negatieve gevolgen hebben en moet worden vermeden. Van degenen die het einde van hun tienerjaren naderen, is ongeveer de helft huidige alcohol- en tabaksgebruikers. Het is echter opmerkelijk dat jongeren die illegale drugs gebruiken een kleine minderheid vormen van hun leeftijdsgenoten. Ongeveer een op de zeven tieners zijn huidige gebruikers van marihuana, wat betekent dat zes van de zeven tieners geen huidige marihuanagebruikers zijn. Ook gebruikt 95% of meer geen andere illegale drugs, waaronder geneesmiddelen op recept om high te worden, cocaïne/crack, heroïne, hallucinogenen en inhalatiemiddelen.3,4
Voor personen van 12 jaar of ouder hebben mannen ongeveer twee keer zoveel kans als vrouwen om huidige gebruikers van illegale drugs te zijn. Voor jongeren van 12-17 jaar zijn mannen iets vaker dan vrouwen huidige illegale drugsgebruikers. Mannen gebruiken vaker marihuana, maar vrouwen gebruiken vaker medicijnen op recept.3
